evaluation. Among other relevant issues explore also the question why an evaluation of egovernment from a citizen’s perspective is difficult.
Follow these criteria below (as a subset of Nielsen’s criteria) to evaluate the state
government web sites of Connecticut and another state according to the allocations
provided in the second file in the miniproject link placing your conclusions in a two
column document (one column for each state following the criteria listed here but listing
each criterion first- this should take at least 1.5 but up to 2 pages single spaced):
User control and freedom: Users often choose system functions by mistake and will need a clearly
marked “emergency exit” to leave the unwanted state without having to go through an extended
dialogue. Support undo and redo.
Consistency and standards: Users should not have to wonder whether different words, situations, or
actions mean the same thing. Follow platform conventions.
Error prevention: Even better than good error messages is a careful design which prevents a problem
from occurring in the first place. Either eliminate error-prone conditions or check for them and present
users with a confirmation option before they commit to the action.
Aesthetic and minimalist design: Dialogues should not contain information which is irrelevant or
rarely needed. Every extra unit of information in a dialogue competes with the relevant units of
information and diminishes their relative visibility.

4. Produce analysis (up to 1 page) of whether the two states you are investigating have (see
the file on characteristics of E Government from SUNY Albany that you can find in Blackboard
course- unit 4, first file)
a. A strategy for e-government announced on their web site or some other evidence for it
b. How integrated are their e-government services as opposed to being independent
services;
c. Statements or policies for protecting citizen’s privacy and data when using egovernment.
d. Evidence for the use of interactive web pages that enable citizens to provide opinions
or connect with government offices as opposed to static web pages declaring only
available services.

Conclusion (at least half a page) presenting a summary of your evaluation and some reflection on
it as well.
