K-12 Teacher
You have been working as a classroom teacher for the past 10 years and are a recognized leader in the area of technology adoption and integration. You recently received a new position as an Instructional Technologist for the district. Each year the district offers professional development regarding a variety of technology integration instructional strategies and technology tools. You are responsible for developing and evaluating the offerings related to technology. Since you have been a teacher in the district for the past 10 years, you are aware that although your colleagues would find the workshop very informative in terms of applying new strategies to their teaching practice, you have often mentioned (and heard other colleagues mention) in the past frustration about the timing of these workshops. “Don’t the district staff members realize how much time it takes to prepare a classroom and instructional materials at the beginning of the school year? Teachers only return three days in advance of students and then one entire day is allotted to the technology integration professional development.”

Higher/Adult Education
You have been working for about 5 years as a curriculum developer and instructor for adult learners and have developed a reputation in your department for well-designed materials. In recognition of your skills and experience, you have recently been promoted to be an Instructional Designer within a different division of your department. Now you are tasked with creating materials for outside companies who hire your department to complete online curricula in subject matter outside of your expertise. In your first assignment, a company communicates through your supervisor what materials they want to be created and on which online platform it will be delivered. They ask you to attend a one-day, face-to-face workshop to get a sense of how the course is currently taught so that you can convert it to online form.
When you get to the workshop, you observe that the instructor covers too much material, at least for you as a novice, and there are many assumptions the instructor makes about learners’ prior knowledge. After the workshop, you try to create an outline of the curriculum. You realize there is a lot you do not know about the goals of the course or the intended learners, but the outside company thinks they have given you enough information to start creating materials and would like a prototype in a month. Your supervisor seems satisfied with “giving the company what they want” and not rocking the boat, but you are worried the materials will not be effective without an adequate needs assessment and evaluation plan.

Military
The United States Air Force is going to receive a new aircraft in one month. You have been assisting contractors for the past 5 years building the aircraft and attending classes to learn how to troubleshoot problems when they arise. You have all of the tools and knowledge to repair anything that breaks. The air base that is receiving the new aircraft has zero qualified individuals who have worked on this specific airframe. Base leadership is extremely nervous about an aircraft breaking and not being able to fly missions. Because of your experience, you are able to prepare maintainers to use new tools and train on an aircraft that will be available to maintenance for the next two weeks prior to flying daily missions. Maintenance supervision is worried about doing basic pre/post-flight inspections and is seeking training on high percentage break components. The maintainers are frightened because they fear they will work 12-hour shifts until problems are solved. Personnel are scattered on 3 different shifts covering 24 hours. The Training aircraft will be landing in 5 days. As soon as it lands, all personnel want to begin training as quickly as possible.
